The Housing Authority of Myrtle Beach (MBHA) administers the Housing Choice Voucher program for most of Eastern Horry County (refer to our service area map) including the City of Myrtle Beach.  The Housing Choice Voucher program is HUDís major program for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market. MBHA provides housing assistance (by issuance of a voucher) on behalf of the family or individual participants who then find their own housing within our designated service area where the owner agrees to rent under the program. This unit may include the family's present residence.

Due to the high cost of rental units, the gap between what working poor, elderly and disabled people can afford in the rental market and what rents are has grown exponentially. Participants in the Housing Choice Voucher Program receive assistance to rent privately-owned housing units that are located in apartment complexes, condominiums, townhouses, or single-family homes. Priority is given to serving households with incomes at or below 30 percent of the median income for the Horry County (MSA).

When a family finds a unit, the landlord submits a Request for Tenancy Approval (RFTA) to MBHA.  MBHA will then inspect the unit which must meet HUDís Housing Quality Standards (HQS) and MBHAís Acceptability Criteria Variations.

Once the unit passes inspection, MBHA and the landlord will execute a Housing Assistant Payment (HAP) Contract.  A lease (with MBHA addendum) is executed between the resident and landlord.  MBHA is not a party to the lease.

The HAP Contract allows a housing subsidy to be paid directly to the landlord by the MBHA on behalf of the participating family. The family then pays the difference between the actual rent charged by the landlord and the amount subsidized by the program.  Under certain circumstances, if authorized by MBHA, a family may use its voucher to purchase a home.

Providing opportunities for very low-income families to obtain rental housing outside areas of poverty or minority concentration is an important goal of the housing choice voucher program.  The Housing Authority of Myrtle Beqch (MBHA) has information for families about the availability and benefits of mobility opportunities and for improving access to such housing opportunities.

The housing choice voucher program is now the largest assisted housing program administered by HUD. Having grown in size while other programs (e.g., public housing, multifamily housing programs) have decreased in size, more attention is focused on the housing choice voucher program at the national, state, and local levels.

Before a unit can be leased under the Housing Choice Voucher Program, MBHA checks to ensure that rents charged are reasonable for the area in which the unit is located and that the unit meets basic Housing Quality Standards. Participants must find a landlord/owner willing to rent to a household receiving Voucher assistance. Selection criteria used by private landlords vary. Each landlord uses his/her own criteria, and is encouraged to verify income information and do a thorough check of credit, past rental references and police records.

 

Basic leasing information

After an applicant's name comes to the top of the waiting list and they are determined eligible to participate in the program, a voucher is issued to the tenant. Prospective tenants will present prospective landlords with a voucher which indicates their estimated contribution, and the number of bedrooms for which the family qualifies. Tenants will pay 30% of their adjusted income, 10% of gross income, or $50.00 whichever is higher. In addition, they can pay up to 10% more of their adjusted income in order to rent a unit in which the gross rent exceeds the payment standard. MBHA will pay the remainder of a reasonable rent directly to the landlord up to the payment standard for the bedroom size of the unit, or the bedroom size to which the family is entitled, whichever is lower.

MBHA must approve the contract rent for the unit. The payment standard includes rent and utilities. Any rent increases must be requested and approved 60-days before becoming effective.

Participant families are required to report changes in income, expenses, household composition and student status in writing to MBHA within 10 business days of the effective date of the change, not receipt of payment. If you are requesting to add someone to your household, you must receive approval from both MBHA and your landlord prior to changing the household composition.
